What is a License Plate Reader?

License plate readers are cameras that capture a snapshot of passing vehicles rear license plate and extracts the characters off the license plate. Along with the license plate characters, LPR’s can also determine the make, model, color, type and issuing state of a specific vehicle.

How do the LPR cameras gather information?

LPR cameras utilize motion detection technology to capture a snapshot of passing vehicles. The AI engine then analyzes the snapshot and returns the vehicle license plate, issuing state, make, model, color and vehicle type along with a date time stamp and GPS coordinates.

How do alerts work for an LPR system?

An LPR system can match license plate reads against NCIC, State and local hotlists. Once a license plate is read, the LPR system will match that license plate against the NCIC, State and local hotlist(s). If a match is found, the system will immediately send an alert to personnel.

Are LPR cameras be used to conduct surveillance?

No. License plate reading cameras capture snapshots of passing vehicles based on motion. The cameras do not record video.

Where can the LPR cameras be installed? Can these cameras be mounted in patrol vehicles?

LPR cameras can be mounted on patrol vehicles for capturing snapshots of passing vehicles. The cameras can be fix mounted on existing poles or a Utility provided pole. Fixed cameras can be installed at intersections coming into and exiting the city and along strategic roadways within the city.

Will LPR’s capture names, phone numbers or addresses?

LPR’s do not capture information about who is driving or riding in a vehicle as that is considered personally identifiable information (PII). LPR cameras only capture the back of vehicles for objective evidence. It is not possible for the LPR cameras to detect race, gender, or provide facial recognition.

Is License plate reading and facial recognition the same?

No, they are completely different technologies. An LPR takes a snapshot of the rear license plate and vehicle and extracts the license plate characters using optical character recognition. Facial recognition focuses on the face or faces of people and uses different image databases for identification.

Will LPR cameras remain on and monitor 24/7?

LPR cameras use motion detection technology for determining when a vehicle passes by the camera, and then wakes up to take snapshots of the passing vehicle.

How do I know the information gathered by the LPR system will not be used outside of my agency or for other reasons besides policing?

All data is encrypted when in transit and at rest when stored in the cloud-based CJIS compliant. LPR data will only be shared with police agencies for investigative purposes and will never be sold to third party businesses. Any personnel will need permissions to access the LPR data and will need to provide a reason before starting each search.

Who owns the LPR data collected?

The LPR data collected is solely owned by the agency who collected it. Utility cannot access the LPR data collected by agencies and will never resell data collected by its clients.

How long is the LPR data available to law enforcement agencies?

Each agency can set a data retention period for the LPR data collected. Once the retention period passes, that LPR data is permanently deleted from the platform. This period can be range from 30 days to 365 days. Any LPR assigned to an active case will be omitted from the retention process.

PULSAR Fixed

 Witnesses of a hit and run were able to capture a partial license plate number of the car, which was provided to law enforcement. Armed with this information, law enforcement used POLARIS to lookup the partial plate within a 10-mile proximity. The results allowed law enforcement to find the full license plate number, and eventually the location of the suspect.

PULSAR Mobile

Using the BOLO feature in Polaris and mobile ALPR trailer, license plates from vehicles associated with rival gang members were entered as BOLOs in Polaris. Deploy the trailer at or around a popular nightclub area in town and whenever one or more of the vehicles pass the mobile trailer law enforcement was notified.
